Hint: the package comes with documentation, which is meant to be
read...

Anyway, you need an explicit -f switch, as with any 'tar' work-alike:

  bsdtar -xf gcc-linaro-6.2.1-2016.11-x86_64_arm-linux-gnueabihf.tar.xz
