Basically it's a duplicate of https://github.com/microsoft/winget-cli/issues/1943

According to https://github.com/microsoft/winget-cli/issues/1943#issuecomment-1040875816 comment - winget always show windirstat as Need to upgrade because for some reason WinDirStat do not report version number to Apps & Features menu (probably missing some metadata)
