Packet.dll のインポートライブラリのLIBRARY名が間違って
いる,WindowsXPでは問題ないがWindows2000ではダイナミック
リンクに失敗する．

LIBRARY packet

から

LIBRARY packet.dll

に変更しインポートライブラリのリビルドを行う必要がある
