When specified, B<svnserve> reads I<filename> once at program startup and caches the B<svnserve> configuration. The password and authorization configurations referenced from I<filename> will be loaded on each connection. B<svnserve> will not read any per-repository B<conf/svnserve.conf> files when this option is used.
