PHP::Class->Strings is a PHP Class that
converts special characters (á,é,Â) to their
normal equivalents (a,e,A). Where possible, it
uses the PT_BR locale to work with the
characters.

php_quote() was changed to php_remove(), $locale was added to the strings class, and locale and PHP string functions are now used.
