Freeciv-web: Remove freeciv-proxy and implement Websocket server in Freeciv server.

Remove freeciv-proxy: https://github.com/freeciv/freeciv-web/tree/develop/freeciv-proxy

Implement Websocket server in the Freeciv C server. https://libwebsockets.org/ https://github.com/payden/libwebsock

This would allow a web browser client to connect directly to the Freeciv C server, improving performance and reducing latency.

This improvement would help improving www.Fciv.net to make a better 3D version of Freeciv.
