postgresql.m4 upstream changes refresh
We've never taken any of the upstream changes to postgresql.m4 since it was added to freeciv tree in 2011. It has gained several revisions in upstream since: http://git.savannah.gnu.org/gitweb/?p=autoconf-archive.git;a=history;f=m4/ax_lib_postgresql.m4
We've done several changes of our own, though, so there would be some merging to do.
