Just signed an armistice with <nation>. A diplomat of mines is within their territory. This is enough to trigger

>>Warning: you still have 1 military unit in <nation> territory. Any such units will be disbanded in 12 turns in accordance with peace treaty.

However, in the help, a diplomat is specified as non-military : https://freeciv.fandom.com/wiki/Diplomat
