For the next msys2 snapshot I'm about to add gtk4 libraries for enabling freeciv windows installer development against them. It should be possible to update sdl2-client installer to use gtk4 modpack installer once the libraries are available.

As we found out in #42343, Qt6 is not co-installable with Qt5 in msys2 and as we will need Qt5 for some time (to make it possible to backport new msys2 environment to S3_0), we can't have Qt6 in the official snapshot.

I'm currently compressing an environment snapshot from yesterday (211115). Initial patch for using it attached here.

For next couple of days I will be testing that various builds can be made with it, and also smoke testing that produced programs work (at least launch). I will upload it once it has passed these tests.
