I move a Freight unit into a city containing a Transport.

First I get a pop-up dialog "Choose your Freight's Strategy", with 8 options. I choose "Embark (100.0%)"

Then I immediately get the same "Choose your Freight's Strategy" dialog again, with 9 options now, including "Alight (100.0%)" I have to pick "Wait"
