S3_0 civ2civ3 welcome message should direct users to more information about the rules, i.e., to Help -> About Current Ruleset. We currently get steady flow of reports against S3_0 where the behavior is correct civ2civ3 one but the reporter has assumed that rules like those of classic apply.
