I'm not sure if this is intended behavior (haven't seen anything in documentation explaining this). Using spy/diplomat investigate city snapshots, it appears the City manager just abandons food and focuses on either science or gold (all workers became either scientists or taxmen). The two cases it didn't happen, one of the governments was democracy and the other communism. For 3 of the 8 cases where it dispersed, the AI was wealthy (1500 gold in treasury, and one had 40k but had civil war so both had ~20k), and neither used their wealth to rebuild the palace. Not sure if this is a bug or just something that should be patched.
