When a module getting hasComments=1 as new feature is
updated, Module Updater of Legacy doesn't add items
about comments to the module's preference.

Remark:
This may be a big bug. Updater class checks difference
between the current preference items and the latest
preference items. The bug is here. But, because update class
is a complex class, we need some time to consider the solution.

When I check this, I can't confirm this bug. Perhaps, her
testing situation is not enough for smart updater.
