Legacy_Utils::createBlockProcedure に

continue $retBlock;

って行があるけど，ここは

return $retBlock;

じゃないですか？

continue はるーぷ内部じゃないと使えないはずだし，
使えたとしても想定している処理とは違う動作をしてる気が
します
