In the case of No-AllowDBProxy, this setting removes
different between Query() and QueryF. It's a bug. We
have to remove just refcheck.

[conclusion]
Fix the bug that the Legacy_Controller has made the unsafe
DB instance for GET request when the allowDBProxy setting is
false.
