1)
comment_reply.php needs:
require_once XOOPS_ROOT_PATH .
"/include/comment_constants.php";

2)
from:
<{elseif $xoops_isuser == false || $com_anonpost == true}>

to:
<{elseif $xoops_isuser == false && $com_anonpost == true}>
