sado We are not familiar with rpm systems, so we don’t have a clear grasp of what’s happening.
As far as we have tried, we were able to download the files of the two URLs above using wget and curl. We also checked that when you use dnf to access, you are allowed to directly download just like apt and yum.
Could you try executing the command after enhancing the debug level? Could you try some other options like -vvv or --debuglevel=5, instead of -v?
One more thing. The symptom looks similar to the report below, so could it be that it’s related to the report?
sado I guess this problem has just been resolved.
It appears that we didn’t fully understand DNF’s useragent, and there have been some cases that access by DNF did not go to direct download.
Maybe a problem of quota; I am deleting debug files.

The repomd.xml can not downloaded for some reason. Checking in OSDN site, the file open directly, but in SF downloads the file.
