UnicodeConverter is a Java/Windows/.NET program
that converts text, RTF, HTML, and Word/Excel
documents in Vietnamese legacy encodings such as
VNI, VPS, VISCII, TCVN3 (ABC), VIQR/Vietnet NCR
(windows-1252, iso-8859-1), and Unicode Composite
(Decomposed or NFD) to Unicode Precomposed (NFC)
format.
