Jim diGriz's QoS Script

This is a complete rewrite from scratch and a new focus.

A major rewrite of the script was done. It now
uses WRR for the downstream shaping, which results
in more or less true fair sharing on a per IP
basis. Bugfixes and feature additions have also
been made. Kernel 2.4.x is no longer supported.
Work on ethernet bridges is currently on hold.
The Web site has been rewritten, and includes step
by step installation instuctions which can be
followed blindly.

A general tidy up was done where RED support was
tweaked and DWIFSPEED and QOS_GATEWAY_TRAFFIC were
removed. Support for an external configuation file
and IPP2P is now available, while the Edonkey
"support" has been replaced with a generic system
where you simply list TCP port numbers. IMQ, ESFQ,
IPP2P, and CONNMARK were ported to the 2.6.x
kernel series. A patch is now also included to
make IMQ/NAT and ESFQ work together as expected.

The script now has support to guarantee a fixed
amount of bandwidth for a particular service. This
makes the script suitable in environments where
VoIP traffic passes through the machine. Support
was added for multiple local subnets where traffic
is ignored by the shaping script.
