A new sparse (O(p^3)) translation operator for 3D
spherical series was introduced. This operator is
based on spherical harmonics rotation and has
several advantages over the former one (kkylin).
The implementation is slightly faster for the new
operator. It is somewhat more general since it can
easily be applied on most spherical harmonics
based potential expansions. It's also a
prerequisite for the even more efficient plane
wave approximation operators.
