In Eclipse is possible to configure your own task tags (TODO, FIXME, etc...), this feature helps to track your own commentaries through the TASK TAGS view.
As far I know the task tag configuration should be provided by the plugin, maybe because it adds some settings to the plugin template like Java or PHP plugin does. In order to explain me better you can go to Windows-->Preferences-->Java-->Compiler-->Task Tags or Windows-->Preferences-->PHP-->Editor-->Task Tags (path in Eclipse Galileo 3.5)
